The State Duma Proposes Drafting Conscripts Based on Previous Decisions

The State Duma has proposed sending Russians to the military based on decisions from previous conscription rounds, which could increase the risks of rights violations and the deployment of those unfit for service due to health reasons, reports NewsBox.
In the State Duma, a bill is under consideration that would allow men to be drafted into the military based on previous conscription campaign decisions. The initiative's author is the chair of the defense committee, Andrey Kartapolov. According to an Interfax source, the government is ready to support this document.
A lawyer from the "Appeal to Conscience" coalition noted that the new measure could lead to drafting individuals who already have valid deferments, such as those with serious illnesses, new parents, or students entering university. The bill poses risks of infringing on conscripts’ rights and weakens the guarantees for protecting their health.
Since the fall of 2024, the practice of using decisions from previous conscriptions has been in effect in Moscow, despite legal contradictions. The new document suggests expanding this measure to the entire Russian territory.
