Governor Gladkov proposes strict measures for youth: ban on university education

Vyacheslav Gladkov, the Governor of Belgorod region, has proposed a discussion on potentially prohibiting minors and teenagers who criticize the army and government from attending state technical schools and universities, reports NewsBox.
Vyacheslav Gladkov, the governor of Belgorod region, suggested debating an initiative to bar teenagers who commit offenses against the state, including criticism of the military and authorities, from studying in state technical schools and universities. Gladkov stated that such measures might become a crucial step in preventing similar actions among young people.
During an operational meeting, the regional head emphasized that teenagers often do not grasp the seriousness of their actions, viewing them as a sort of "quest." He highlighted the need to increase the responsibility of youth to avoid consequences that could impact their future.
"We must protect our children, the constitutional order, and the country. If a child commits illegal acts against servicemen, or evaluates state actions within the framework of the 'Special Military Operation', we should consider preventing them from receiving education at state technical colleges and universities in the future," Gladkov declared.
The governor's initiative will be put forward for discussion at parental meetings, and meetings of public and law enforcement organizations.
However, Gladkov's idea raises concerns from the perspective of the Russian Constitution. According to Article 43, every citizen has the right to free higher education in state or municipal institutions on a competitive basis.
