Chancellor Olaf Scholz has proposed to the German parliament to implement a state of emergency in order to speed up the delivery of military assistance to Ukraine. According to him, this is required due to the negotiations between the presidents of the USA and Russia, which might influence the course of the conflict.
Scholz emphasized that Germany must recognize the war in Ukraine and its implications for Europe as a situation necessitating urgent measures. He clarified that supporting Kyiv should not come at the expense of other social programs in the country.
The Chancellor noted that the Bundestag has the capability to implement a state of emergency based on article 115 of the Constitution. He also expressed concern about the Trump-Putin talks, stressing that Europe must swiftly and decisively define its position.
